The applicant for the survey was the Brazilian National Tyre Industry Association (ANIP). The association applied on behalf of Brazilian tire producers such as Goodyear, Bridgestone and Pirelli. The anti-dumping review investigation period of this case is from January 2017 to December 2017, and the damage investigation period is from 2013 to 2017. The Brazilian investigation agency stated that considering the large number of manufacturers and exporters of the products under investigation, sampling will be taken in this sunset review, and a number of manufacturers or exporters with the largest export volume will be selected as compulsory respondent companies. The applicant initially alleged that the dumping margin of the products involved was 72.2 per cent. It is reported that the applicant submitted a large number of opinions that China is not a market economy country. Therefore, the investigating authorities initially used the Taiwan region of China as an alternative area for the calculation of production costs in accordance with the method proposed by the applicant. Tire production raw materials, such as natural rubber, synthetic rubber, carbon black, cord fabric and other products, are based on the import price of Taiwan, and other costs such as labor and electricity are also calculated based on local relevant data.
According to statistics from Zhongyu Information, since 2001, there have been nearly 20 countervailing and anti-dumping investigations against tires of my country's sponsors in nearly 20 countries around the world, involving products including bicycle tires, motorcycle tires, construction machinery tires, and car tires.
In recent years, the Brazilian government has imposed two anti-dumping duties on China. In December 2013, Brazil imposed anti-dumping duties on motorcycle tires imported from China; in February 2014, Brazil imposed anti-dumping duties on bicycle tires imported from China.
